Now that you have room for plugins, I'd suggest WorldEdit so you can copy paste builds n such, and test the server for TNT usage
Uhm, if you want it, MaxEnchanting is nice, but it might be a bit too un-vanilla for you.
it always makes the third enchantment in an enchanting table the max level your table can provide by how many bookcases it has

Enchanting is going to be like that in the next update so no sense adding that plug in now.

Yeah but two hits and you're out. I guess we could have multiple rounds/lives to make it last longer.
Edit: Also, just found this on the Minecraft Wiki. Seems that running into other boats won't destroy the other boats, just yours.
If you crash a boat into another boat, the boat being ridden will be destroyed while the other one will just bump away.

You should enchant your shovel. If you're lucky, it could cut the digging time down by up to 250%.
Also, Boats are getting changed in 1.3 to be more durable, and they'll be dispensable. So it may be best to hold off with the arena until we know what we're dealing with.
Oh, and I'm going to make us a bread machine, if the new design behaves.
