I don't think I've ever seen an Open game with pre-ins, but I also don't know of any rules against it.

I'll put you on a provisional pre-in list, and if it turns out that they aren't possible, PM you when it enters signups.

Quadz's Great Idea Mafia had pre-/ins, so I'm pretty sure it's allowed.

I've taken pre-/ins on an open before. No idea why, but it was allowed and I don't think anything's changed regarding pre-/ins on small games.
