Based on advice from izak, if you want some kind of event to happen or an epic speech spoken you get to write it yourself. If it involves something significant happening, tell us what you want to happen, then we'll tell you how good/bad it goes and fill in any numbers, you get to write the story of how things got to that conclusion.

On the topic of reading the OP, here's a quick public service announcement that spending money generically on "military" won't get you very far - read the OP, especially the War and Combat section, to understand how training a military works (it requires slightly more micromanagement than the rest of the game).

It depends on your country, what caused the decline in approval and what strikes our fancy.
Best case scenario you need to make your people happy with you again before taking another controversial decision (or not and suffer worse consequences the next time).
Worst case scenario you lose the game.

Edit2: It also depends on the specific circumstances. Instituting a large war tax when you're being attacked by a much stronger nation might not decrease approval at all, while a much smaller 'just because' tax does.
Arrakis issues a formal apology for setting a national religion and proposes a law stating that any and all laws pertaining to religion are to go to a vote, in which a 2/3 majority of the population must approve the law.
In addition, all taxes are nullified until Autumn 2014 (unless the time changes, then in four seasons).

Spend x on [solder type].
Spend x on fortification.
Spend x on [resource] mining.
Without ever giving any other order or saying anything else (as long as you don't get attacked).
You can also make elaborate plots.
