Well...

After interviewing some Arrakis people, Arrakis has determined that it is in the nation's interest to give Ghaor back. We are not in favor of doing this, but we have deemed it necessary.

Stated the survey, a ~70% majority of Mhorkists do not side with the land of Mhork on the issue (and a 100% majority of non-Mhorkists). However, an overwhelming majority of Mhorkists (~90%) wanted to give him back (however, only about 5% of non-Mhorkists did).

Also, it may be in Mhork's interest that I did not receive my answers until your four hour warning. It may also be in Mhork's interest that 99.9% of Arrakians know how to count.

To Mhork: We will discuss the logistics of Ghaor's release via PM. You initiate.

An emissary has been dispatched with the non-negotiable terms for Ghaor's release. In addition His Holiness is truly ashamed that Mhorkish believers would stand behind a government so corrupt and harsh that they would abuse and torture a fellow human being while lying to fellow world leaders. It's a truly despicable set of circumstances and His Holiness suggests all believers spend a few moments in quiet self reflection on what their faith means and how best to better all of mankind in the future.

This has been a dissatisfactory set of circumstances for the Holy Empire. We look forward to never having to deal with the corruption that is Arrakis in the future.

No you lied to the Holy Empire. You were deceitful, dishonest, and misleading. You tortured a prisoner who was not yours to begin with and wasted 6 months of our time having us wait for 'clarification' and other matters.

You are a treacherous threat who got a little publicity and tried to ride it to become at the forefront of the world stage.

You told us to wait while you clarified something. Then you never responded and went on you merry way torturing him and then shipping him to Topos. Is this not deceit? Is this honestly how your country wishes to portray itself? A backwards and corrupt foreign dystopia?

After which was the Holy Empire informed? No. Instead Arrakis leaders held on to Ghaor and never resumed communication. It took threat of excommunication in order to get any real response from Arrakis. However His Holiness, though infuriated and disgusted by the Arrakis leaders, is a man of his word and thus, as long as Ghaor finally returns to the Holy Empire, they will be officially absolved of this crime.

Why would I die from having a lone Mhorkish senior citizen in my palace for dinner

They're not... the most peaceful religion. And said senior citizen is a devout believer.

Since I write the events and get to decide whether she succeeds when she inevitably decided that the infidel must be brutally murdered for the glory of Mhork and as everyone knows I like killing virtual Chesskids, the outcome is obvious.
