EDIT: Because of a misunderstanding, I wrote a wall about something that may not have been under dispute. Spoilering it because it probably doesn't matter to anything that actually is under debate.
Spoiler: Was using HP Steel the only reason I won that battle?
As things were though, I don't think the fact that Clefairy got one less turn made much of a difference. If I didn't have HP Steel, I still would have 2KO'd with Ice Beam even if a Light Screen would have been put up that turn. Bunnelby would have been a bit more of a problem, but remember that I still had one Pokemon that I never used the entire match.
If Clefairy had attacked that turn, it wouldn't have killed and even less would have changed.
I would also once again point out that if it was a completely fair fight, then Zubat wouldn't have taken that Ice Beam turn 1. The only reason why it did was because there was a previous match where Ani forgot to make his Pokemon level 11. In it all that happened was level 100 Clefairy moved first and put up a screen, then level 11 Zubat used taunt. I immediately stopped there because I know that Zubat is much faster than Clefairy. If that hadn't happened, Ani wouldn't have known that the Taunt was coming, and Zubat wouldn't have taken that much damage. And you saw how little Chimchar did to that thing, so if he didn't lose 70% of his health on the first turn he could have been an even bigger factor than he already was.
In terms of whether HP is broken or not, I'll agree that on Froakie in limited formats it is, and will avoid using it until CC says I can again.

EDIT: http://pokemonshowdown.com/damagecalc/ if you want the calculator. I did a lot of calculations before making that post. And also before I forget to say it, no Clefairy does not get a super effective bonus with that attack because Froakie moves first and Ice Beams, changing it's type to ice.
