And Orc, I bet on you mostly because of your performance in the puzzle challenge in Mass Effect, where you got second. That was the only information that I could think of for gauging performance in puzzle challenges. That said, I'm fine enough with Buizel even if it isn't exactly what I wanted, since Floatzel was by far the most OP Pokemon I've had during story mode of a game that I played.

In order to attempt to stop this debate about HP, being the only one affected at this point, I'll propose an alternate solution.
I will submit a moveset for Froakie now, and only be allowed change it when it evolves to Frogadier, when I will submit a different moveset which I will keep for the rest of the game.
I believe that this removes the problems that people are having with Protean in this format. Note that I already know what these two movesets are, the one with Froakie will have a HP of a fixed type that I will not change, and after that it won't have HP at all.

Sorry for having such a broken Pokemon in this format.

dude just use hp it's not broken at all and personally i think you have around 6 better moves to run

My point is that attacking the mod is wrong and rude. CC was doing what he felt was the best way to ensure maximum enjoyment for ALL parties involved. Shocking, I know, but you aren't the only one playing this game. Game breaking strategies are unfun and unfair. CC though he could solve an issue with the bad. As mod, this is his decision to make. As player, it's your job to bring up any issue respectfully and with deference since it's still ultimately his decision.

I'm upset that you bullied CC to get your way. I feel like it's awful that you're getting rewarded for shitty immature attitudes. However I respect CC's decision and his confidence that his decision will lead to maximum enjoyment for everyone.

Except Kecleon has Protean, too. (oops)

Also, I don't know where JJ got that idea from, only TMs/HMs and Egg Moves/Tutor moves can be learned at any level. Some you have to get by leveling up, and those are the ones that aren't allowed yet. Try the Serebii page on the pokemon to see what moves are legal/not for that level.

This is the last post I'm making about Hidden Power, but my main reasoning for leaving it open for usage is the fact that it isn't banned in Little Cup, plain and simple.

I agree on that, but we might have to keep an eye on the Protean issue and its development in the official metagame, being a new ability and all. However, such a complex ban doesn't make any sense. Either we ban Protean (maybe for some Pokemon or a level range, for example if Froakie is kicked from LC or something like that) or we keep it as-is.
Now that I think, Kecleon might actually be the most dangerous 'mon so far, with unlimited Protean STAB and massive stats in comparision with everything else...

Kecleon also has base 60 SpA, so I don't think it actually matters as much on him.

I personally don't want to feel as if I'm cheating, so I will be implementing what I stated I would, even if it's just to make myself feel better. To be honest, I was disgusted with myself when I actually used HP Steel in that one battle even before any of this debate showed up. I don't care if the official ruling is that I can do whatever I want. I
will
be regulating it myself.

I don't think the issue needs discussion... but 60 SpA, for such an early stage of the game, is actually a lot.
Also yeah let's drop this discussion and get back to waiting for the next challenge.
