Quite frankly, I think you're pushing them a little too hard, but having them pay up 5 billion shouldn't be too difficult for them, regardless.
Well, maybe not the "nuclear" part, but I can definitely see winter games, however, I'd suggest putting it a year or two after the summer games, because even if it's in the same stadium, you need to make adjustments for the winter events, such as ski slalom and so on.

Amyr will step in if you use force.
You didn't remove orcinus from power.
Elybrians haven't lost the war.
Extorting people who have lost so much more than you doesn't look too good for you and all of the horrors were caused by one man who was removed by the Elybrians. Elybrians even disobeyed orders instead of hurting people.

Amyr, Mhorkians- They offered to pay reparations of 0.2 B for a unprovoked attack, which cost many Toposian citizens their lives, and which cost quite a bit for us to expend defensive weaponry. 5 B is quite a reasonable request. You claim they disobeyed orders- I must point out each and every one of these 23.099 Toposians died because of these who obeyed unreasonable orders. If Topos was not more prepared, I shudder at how unthinkable the death toll might have been. In the face of all that, 0.2 B is an insult.
Quite frankly, I believe they were talking about the "you must pay up by next season", not the price. However, it is possible for them to finish their payment by then, but it's not wise to rush them down if they don't pay up. Personally, I'd give them 2-4 seasons to pay up before you can make any sort of backup retaliation.

We're not demanding them to pay in full. I have already mentioned that we were willing to accept it in installments. On the other hand, they have one season to agree to pay. Either they are willing to or they won't. No reason in delaying more.
most people are stupid and mindless sheep and disobeying direct military orders would be like treason in our world. The fact is you declared war on Elybria first and missile operators are going to listen to their own people no matter how absurd the orders are, rather than trust a foreign government. You went in there to get rid of orcinus. That mission is done. Now you can't stay and force them to hand over their money using a gun.
That said, I'm not saying its unfair for you to ask for reparations. I'm saying if you use force we have a problem.

Shift to wartime economy, send full army to attack and forcibly depose the ruler of elybria
1 B in spreading truth pamphlets about the government of Elybria's deeds
Give 1 B to each country involved in ARTIFCE (Mhork, Salmonella, kartosael, PrivateI, Jason)
2B in ARTIFCE
3B in relief aid to PrivateI
1B in general upkeep
I urge all countries to help PrivateI and to end this threat for once and all.
I'm not defending orcinus. If you can't negotiate anything reasonable with Elybria, try something else which isn't violence. because if you're going to go to war with Elybria, I'm going to defend them.

"If you continue hostilities, you will become the next orcinus. You will be the next threat to world peace and stability and you will suffer the same fate."
you can stop trading with them. refuse to offer any assistance until they provide compensation etc.. Hell you can even use this to launch an invasion and conquer Elybria in the future when its favourable to you and people don't have the power to stop you without your people getting angry with you. cause I think it would be pretty douchey to accept their money and use this event to invade them later. or you can think of something yourself. or you can just tell me to fuck off and mind my own business
I am simply asking what options are left to me. You are not giving me better alternatives. I am giving Elybria time to respond with either their agreement or counteroffer. I am not wantonly attacking random nations and causing innocent loss of life. Your threat is very much not appreciated. You accuse me of threatening world peace and stability? Look at the grieving families of the 23.099 people who died. You think i should just tell Elybria "Do not do that again" with no consequences or reparations? That is threatening world peace, because the next country that goes mad will know that once a leader is deposed, everyone hops on their side with no consequences.
I repeat, I do not appreciate your threat, cowardly mouthpiece of Mhork.
Amyr, I have no intention of invading Elybria. I am just seeking meaningful recompose for the attack. A cessation of trading means nothing if the world is not united. Refusal of offering assistance means nothing when everyone else is offering assistance. They are refusing fair reparations, and Topos is seeking to find a solution that the people of Topos will approve of. If this means that Elybria needs to have more pressure brought to bear, so be it, but that is far from my first choice.

I thought you were trying to extort them before but I kept quiet because the talks were peaceful and it was your right to ask and theirs to accept or refuse. It was just your "or else you will reap the price" that made me speak up.

Really? I will be no better than a mad ruler who instigated unprovoked attacks on innocents and throated nations randomly? I'm disappointed you think so lowly of Topos.
