Sadly, those are both sort of super major issues in current meta? Like no escapes in lanes with supports tossing out snares and knockups, etc is sort of bad.

Not having an escape is a pretty huge weakness. I like Varus mind you, I just don't think you can write it off as 'oh, he -only- lacks mobility'.
That's also why Ashe doesn't really work in this meta, either, although she's a bit more of a burst ADC than Varus is.
I don't Varus counts as a hypercarry, though, so it's not like he's a second Kog'Maw. (why wouldn't he, though, out of curiosity?)
He's pretty close, but not quite. The ideal combo is 3 autos -> ult -> 3 autos -> q -> 3 autos -> w, which shreds just about anything, but that takes time.

I played Varus exactly once since returning to the game and I was pretty shocked at how useless he felt. He used to be a pretty high-tier ADC for damage and can do wonders in the laning phase, but it's heavily gimped when a bot lane of hypercarry+CC-heavy support is the norm. It shuts down his primary strength, exploits his weakness, and ensures that he gets outscaled.
Once the bot lane starts focusing more on early-game brawls over scalability, he'll probably be one of the top-tiers again, if only because he shuts down Draven.

Well, afaict with my inexperienced jungling eyes, J4's strength's in his ganks and maneuverability over his clear times (I mean, Martial Cadance probably does give a good burst, but probably not enough to dramatically boost clears like with Lee Sin's Q or Kha'Zix's W/Q/passive). I take it you're not finding success with early ganking or something?

Well, if you're looking for an early game brawler, then J4's obviously not going to be your champ. He's more utility-based and made for teamfighting and CC. Though, his clear is probably a lot better if your top lane jungles with you, since is aegis gets a better shield with allies (IIRC).
