Veigar doesn't have to flash ult to get three people stunned. He can just E and 3+ will probably get caged.
Then he'll do it again 10 seconds later, if the teamfight lasts.
Stunning is of course the objective, but the cage itself is a ridiculous CC as well. You can't just jump or dash through it like a standard wall.
EDIT: Annie's stun is easy/reliable on a flash cooldown, big whoop.

yes but it doesn't matter if you just put the cage around the people because if you're in range to cage them and they are not stunned, they are in range to kill you

Too much thinking about engage, not enough about general utility. Cage gives a shitload of objective control.

Maybe so, but most of the time it seems that engage is the name of the game, unless you can keep them from regrouping and dis-/re-engaging after they get out of the cage.
2011 scummies winner (BTS help) and participant;
coming back to Mafia...slowly. Keep an eye for me as a mod.

I used to (read: about a year ago) play Veigar support. I thought he worked well as a counter-engage support, dropping cage when the enemy Leona/Ali tried to engage, keeping the enemy ADC out of the fight and often stunning the enemy melee support.
And the teamfights are amazing, so many chances for aoe stuns
