Would like a fresh set of eyes for 13p World of Mafiacraft to review for balance, as the power role distribution mechanic is a little unique.

I was wondering if somebody like yourself, could tell me if you believe the game is balanced or not.
And if you believe it is not balanced well enough, you could point out what you roles you believe are unbalanced and what adjustments you would make.

I've got an Organization XIII-themed (villain group from Kingdom Hearts series of games) Mini Theme that I would like someone to take a look at. I am fairly sure it's balanced but I would like a set of eyes or two to take a look. Some interesting mechanics but nothing too terribly wacky.
