Well in the episode its Marritza, altered to the apperance of 'Gul Darhe'el' and pretending to be Gul Darhe'el pretending be Marritza.
Interestly, Odo (the ship cop) uncovered this. Its probably the closest thing to a built-in miller character of the season, but some details dont add up.
At this point we'd be trying to outguess the mod though if we're not going to believe the claim because of flavor.

he doesn't know he's voting me so this isn't your ordinary omgus. I actually have a minor case on him I'll explain. His interaction with lq feels weird to me like there is scum in there . I also don't like the train of thought he was going down regarding the claim. It felt like he was looking for a reason to build a wagon for the sake of waiting on town to mess up and get a mislynch. Your characterization of the miller role as conf town is laughable. That would be a perfect scum fakeclaim, if the game has only a normal cop. Not so safe for scum to claim if there is a rolecop, but still...
