From the timing of the claims, I think the highest probability of finding scum is in the early Investigative claims.

I have to go now and I'm not fully caught up, but I will say that a few people here seems to misunderstand how the setup is generated. The random slots aren't "taken" until duplicates of categories start flipping. This is kind of why I didn't think a massclaim wouldn't be very helpful, but what's done is done I guess. :S
