In context it was more than a softclaim, because Diamond had just claimed doctor. If he had said it out of the blue, then sure, that might not be a claim per se. But telling us that "lilith is not ice scum" without any reasoning other than "I may or may not have claimed doctor"

while Diamond was being lynched for claiming doctor

(and I would say NM's softclaim caused about 30% of the wagon on Diamond)? That about sums up to a claim. Regardless of Titus' alignment, NM is basically confirmed scum and I don't understand how you don't see that.
