Generally, the popcorn method starts with the person who is considered the "most scummy." That person claims, and then chooses who claims next, etc.

There's no point to RC being the next one to claim anyway. Even if he's scum, he's already semi-committed to some kind of PR.

Leaving RC with his vague claim allows him to adjust it as he sees fit, depending on how others claim. There can't be very many PRs left, so forcing him to claim first gives us the best chance in catching him in a lie. If he's town, then he doesn't have anything to worry about.
