Serbia has been in civil disorder allowing you unchecked expansion. It could have threatened you or prevented you from freely moving forward if it had a leader, but it doesn't. And taking Serbia for yourself is preventing either Mario or Bella from being able to expand into it. If you take it you threaten them even more directly.
