People should start the game when there are 20 people already, not accept late registration, but make it 3 levels only.

i think it might make sense to put new players on the tier that has the most players, whatever tier that happens to be (2 in this game right now), or put them in the exact middle of the list so that there are the same number of players above and below them (also tier 2).
