Well, the designer design it to put player on a deadline.

But I personally use it when everything is so mixed up that I can't figured out who's going to play Steal and Secure. It's like a "I don't know button". But that's just me. I have seen other player who intentionally use it to increase the bank quickly and let other player clash in a secure vs steal showdown, so when everyone ran out of it, he leisurely steal the whole bank.
