It's honestly not as clear as that quote makes it seem. Obviously, cross killing loses for both of them, so they have to trust each other to shoot town.

Town doesnt win if they go 1 1, but it isnt going 1 1 because for 1 1 to happen the scum have to play against win con and give up their chance of winning.
