I talked with Shotty some, and he wants to take this off phpBB onto his own hosting and forum software. I am reaching out to him, as I would be willing to help with this. He says he does this for his job and he will promise not to build any secret back doors for him to mess around. I believe him. He's a troll but not a tiger. He was only joking about causing this recent downtime.
If he truly cared about the community and had money to blow, he'd offer to help in ways that don't involve silencing his critics, threatening others, or waving his wannabe-power around.

I think he was joking. I plan to possibly help with the software/hosting, so I can keep him in check. I don't really want to have to do that, because I won't be on MS consistently anymore, but I doubt I'll have to.
Here's the thing, I don't have a problem with him. Or didn't. We argued in the Trump thread, but hell I hear worse than that on Facebook. He inboxed me here, told me to stay away from him and to "consider myself gone" when he buys the site from mith. I didn't respond, and the mods told me to chill the fuck out, and I made it a point to avoid shotty. Thank you, fuck you, bye. I can easily live the rest of my life keeping him on ignore here anyway.
That said, "Do unto others as you would like done to you" -- Regardless of what Shotty has done, that should not make you think it's ok to ridicule him.

There is a way I could possibly stop Shotty, by hosting the site myself without him. so don't want to do that though, and he was joking a lot about buying the site with various people once he realized it wasn't going to happen. But, from mith's point of view, Shoty never seriously approached him.
