I think it is a mod given fake claim yes. I have played Undertale and Toriel heals one person the protagonist and then the protagonist must defeat Toriel to continue. So it is either a fake claim or you are a "boss" that must defeated and you are friends with Sans. If this game could be flavor broken it wouldn't be bastard. Skull seems too smart for that.
