Its not a strong-will modifier, no. That means his actions will definitely be casted on their intentional target, regardless of the condition of their target. The effectiveness of action is not guaranteed cause other abilities (like protections) might still interfere.

Unless there's another unclaimed vig, I think we can discount Alisae's kill failing because of the "fails if another player tries to kill them" clause. I will also put the probability of Alisae forgetting to submit the kill at zero, he's too active for that.
