I think some already claimed something about silk and spice.

In any case, I know silk should be attributed to China, although the spice bit threw me off as that would be associated with India.

Gold is usually associated with South Africa, and I don't think that's even an option, so what civilization should be associated with Gold and which is to be associated with crab??

and Kokichi's saying to ban gold is pretty obviously in response to brass's explanation, so i don't see why him saying so has you fearful enough you want to just not do what he says on principle. it just seems unhelpful.

Kok said to ban videophone gold right after brass brought it up as an option, then brass explained more about it, kok repeated his statements. The whole thing feels like he has ulterior motives for caring so much about it.

Aside from Peacekeepers, we have zero ideas of what anything does. Banning a luxury gives us an idea.

I only played Brazil or Germany in Civ V, so I don't know game-wise, but historically, and based on the religious subtext of the description which I have alluded to, Aztec seemed a pretty decent guess.

But, I am going to amend it to Mayan as my guess now, and maybe Venetian, I overlooked a possible hint as just a reference to the Gods and Kings expansion.
