Why is ban silk even on the table?

I still could not get a straight answer about what the science boost would have done (town buff or one player buff) and then Titus picked a luxury that wasn't even discussed if I'm not mistaken?

Titus why did you not science buff one of your suggestions?

Okay, you can only cast your delegates to one of the two proposed issues.

We have 22 Delegates from everyone today, only 20 can be used on the peacekeeping. Let's max out the Peacekeeping at 11.

And I picked the silk ban.

I did.

Ban silk is something we are looking at to see what it does.
We don't know precisely what the science buff does, so we cannot give a straight answer. The vague non descript statements are all what we get.

Yeah, what you are seeing currently as our choices is the exact text we had in our PMs for these two.

We have to feel out the system a bit and see what happens, since there is no way to get more information other than try something and see what happens.

As it is, I picked what I believed to be lower impact, possibly higher information things.
