Mafia must specify which member is performing the factional kill each night. A mafia member may not both kill and use a power role in the same night by default.

I assume anything privately confirmable is also publically confirmable. Alternatively, everyone can just pm the mod. That either gives us the answer, or confirms a player is lying as you can't give that kind of info to some players who ask but not others.
