I disagree. Ceejay can be quite gamesolvy both as VT and TPR. Now, he can be less lurky as scum than he is here, but all that says to me is that meta is not useful for analyzing his play this game. Analyzed independently, I believe he is the scummiest person in the room.

It is true that Gamma is not obviously town and I can see why you think he has scum equity. But I do think Ceejay has greater scum equity than Gamma and is the better lynch for today.
