we've seen from Ruby and Dunnstral's flip that multiple modifiers are possible. Ruby had two modifiers, Dunnstral had none. so from that alone we can conclude that Anon isn't allowing only one of each modifier in the game. since the possible number of roles vs. the number of players doesn't match, overlap has to happen somewhere.
i think with all of that information, the conclusion that you two are CCing each other is wrong.

to add: your interpretation, Almost, would mean that Anon had generated unique role/modifier combinations such that it would be fine for an X-shot Lawyer and a Percentage Lawyer to both exist, but that two of the same exact role (in this case an unmodified VT) to be disallowed.
