This explanation feels very strained / short sighted:
You are overlooking the timing (early D1) and context (page 1 RVS) of DG’s fake-guilty on Nero.

Imagine a world where the swarm does not exist, do you think an early wagon on Nero is DG trying to get Nero misslynched very early, or DG just engaging in staplemark RVS?

Staplemark RVS and yet he still reinforced that it was real? Those don't really feel like they go together.

P-edit: still thinks it's scummy but maybe that's just the sites I am from, some people will be 100% serious and still post like that
