Skygazer might or might not be genius enough to be defined as a mastermind--as in. I'm not sure I'd call her a scum mastermind. But all of the skills a scum mastermind has, she possesses as scum. (The question is whether those skills are strong enough to qualify under the term.) She can and has led scumteams. She comes up with scum strategies. She spearheads scum nightkills. She is capable of powertowning. She is capable of strong manipulation. I've seen her do all of that and more as scum.

Have already reevaluated and i concede its definitely possible that papyrus just assumed it was a PR especially considering they seem to be common in RC games ig? But the thought process was that having some knowledge that wasn't yet confirmed to the town implied that papyrus had info which contradicts the whole "uninformed majority" aspect of this game
