this has a few implications.

my first instinct was to think scum would want to do this.
but my second is that town that was forked with a suspected scum (though likely scumread themselves) could deny the scum their kill
and that we should make sure that we provide clear lists of people to target with the second fork so that they can immediately shut down scum.

i foresee an issue where availability will cause 'unfair' priorities of action.

yep. It's weird. I suspect it's going to happen at sooner rather than later because the alternative is just a ridiculous amount of deaths if people only target the still living players. i mean it's 2/4/8, just targetting the living with these deadlines we'd be done in like a week.

This feels wrong to me. If you hit scum it delays the whole thing by a level and you've got a scum out of it. Assuming one of the 4 in the second wave is scum he makes the same kills as the one in the previous phase but gets to make it later with +1 townie death from the first stage.
