If there's only one I, they can get away with the claim and make it appear as though there are two I's. If there are no I's, the lack of other investigatives would conf-scum them later on. If there were two I's, they'd get cc'd by a 1-shot cop or 1-shot tracker. If there were three or more I's, they would get conf-scummed by the existence of a neap/gunsmith. It would be a really risky fake-claim.
