Actually, the rule says "Do not publicly threaten to replace out of a game" and "If you do need to replace out, do not publicly discuss your reasons or anything else", and "PM your game moderator if you are considering replacing out".

As rb is neither threatening to replace out, discussing his reasons (though "anything else" is pretty vague), nor even considering the act of replacing out (asking to replace out isn't the same as considering replacing out)... he should be fine, under the rules, except of course the vague "anything else".
