They wanted the town to openly discuss(and for scum to be able to influence) the strongest weapon that majority of town players have(assuming the majority are VTs). It carried low risk for Cena to suggest this becuase half the game is lurking and if you successful navigate the town into 3-4 self shots on night 1 + a mislynch on me, you just win.
