The answer is that neighborhoods could exist.
PT's that are not scum or hoods could exist too.
I don't think it's helpful to confirm or rule out in either case.

There is useable utility to his role. I've been hard newb!town reading him all game. I don't want to lynch either of them because that forces the night kill a little bit depending on interpretation, but I would be far more inclined to hammer RCE if I had to yes.

The forcing the night kill thing is seperate and only really applies to George and even less so to sore feet, who we also aren't lynching, but I fucked that sentence up.
