Q: When we use farmer, do we Discard it?

The only time a card is discarded is when you discard a Fool to take a Charlatan. Otherwise, once you take a card it's yours for the rest of the game.

Even when a card gets activated the player keeps it for the whole game?

Correct. When a card is activated, it can't be activated again that turn - but it can be activated again on future turns. So everyone who has a Farmer will roll 4 dice during Step 1 for the rest of the game (or more, if they get any Generals / Charlatans); you'll have the option of adjusting one die by +1/+2/+3 once per turn for the rest of the game.
