We want to chop someone who is holding oil, not someone who's covered in it.

Chopping someone who's covered in it simply means we don't get punished as harshly for our failure.

It's a mixed function, someone who is likely to be an arsonist, but who is covered in oil in the event we are wrong, is ideal

If you prefer to formalize it we should make a list of two consensus scumread since we get a minimum of two chops, then they should be chopped in reverse order of cleanliness
