Okay, everything looks good. Just the number that I messed up somewhere along the line; the cards themselves are fine. There were 25 cards remaining, not 26, when Snakes played I-3. Now 24 cards remaining.
Snakes receives a 1 Emerald discount due to cards in play.
He pays: 1 Diamond, 1 Sapphire, 1 Onyx and plays I-3 directly from the board. He gains 0 VP and a permanent 1 Ruby discount.
the worst receives a 1 Sapphire discount due to cards in play.
He pays: 1 Sapphire, 1 Emerald to play I-3 directly from the board. He gains 0 VP and a permanent 1 Ruby discount.

Get rid of cards? You don't - once you take a card (whether by drawing or playing it), it's yours forever.
If you draw a card, the only way to get it out of your hand is to play it. Once played, it stays played; there's no way to get rid of it - and no reason to get rid of it either.

I’m still confused, can I play one of the 3 cards in my hand? How do I do that and what happens as a result of that? I obviously want to acquire better and higher tier level cards than the ones I currently have.

Yup, totally legal. Anything played does not count towards the limit; only cards that are drawn and *not* played count towards the limit. Ignoring the previous gem-taking action and processing this instead.
