Role Description:

The Cannoneer will each night passively allow the mafia to abstain from shooting to store their factional nightkill and use it another night. If the Cannoneer dies, all stored nightkills are lost.

Notes:

I.e. if the mafia opts to not shoot on Night 1 or Night 2, they may shoot 3 players on Night 3, presuming the Cannoneer is still alive. A variation of this role is a Cannoneer that won't cause their team to lose stored shots when they die; The team will merely lose the ability to store any further shots.

Mafia can still just abstain and lose it. It’s always been a thing.

So Vax getting the picnic basket description correct just means that flea actually visited them (which we kinda knew anyway as flea was a TPR so had no reason to lie in saying they planned to visit Vax). The whole thing isn't particularly AI
