In fact, I think claims are largely bad for town because town will often give a claim a night to "prove itself" barring circumstances like a counter or a deadline and that lets scum skate by if they fake claim and PR hunt based on responses, plus an extra night of being alive. Creates a reliance on night play which is often suboptimal and bad.
