Honestly, I think it's pretty good as it is. People aren't engaging the mechanic enough which honestly is to be expected, and if I'd not just used the ninja but just drafted it I would've seen it evolve and been able to make a better case for myself.
Would probably need a program to help out your side of things and just to track everything, given I'm playing in python again I'm tempted to use this setup as a test project for it.

Honestly, I think that all of the issues we’ve seen would be solved with a little bit more prep work. Balance wise I think you’re still fine. Town misusing the tools available to them isn’t really something that’s a flaw with the setup.

yeah well that's what i'm feeling bad about mostly, prep work was kinda rushed
Kinda, ball park thinking currently is Day0 Packs have to either be claimed or voted for, no elim, no NK, once packs have been claimed treat as a weird game that could potentially be balanced, but also have potential to be incredibly swingy
You probably want to just balance that as a roles and alignments ranked separately game, tbh. Maybe a slight bias to scumsiding if you think the power levels of packs are indicated by the role name.
