[Game Phases]

This game will be divided into traditional day and night phases as well as a series of levels of military alertness, known as “DEFCON.” The levels and their various characteristics are as follows:

DEFCON 5

– Normal readiness – 72 hours or until all players have confirmed.
a) Discussion and confirmation only. The Russian PT is secure.
c) Players vote whether to declare Total War. (See below for TOTAL WAR.)

DEFCON 4

– Increased intelligence watch and strengthened security measures – 72 hours.
a) Discussion only. Regular votes cannot yet be cast. The Russian PT is secure.
b) Players submit their deployment choices (missile silo or troops) via PM.
c) In addition to participating in the standard draft system, the terrorist receives an automatic free troop of his choice.

DEFCON 3

– Increase in force readiness above that required for normal readiness– Two weeks or until elimination.
a) Players may cast votes.
b) Following an elimination, a 48 hour night phase will occur.
c) All militaries switch to encrypted callsigns. Players with private communication channels may still talk openly at any time, but any messages sent have a chance of being intercepted by the Eavesdropper (if there is one) and having their contents revealed to the Eavesdropper. Unlike past games, there will be no Public Drops. Please see the Eavesdropper Role for more information.
d) The terrorist gains the following activated ability:

DEFCON 2

– Further increase in force readiness, but less than maximum readiness – Two weeks or until elimination.
a) The Russians gains the following factional ability:

Stealth Bomber:

In order to defend yourself against the Americans, your military aerospace engineers have outfitted the Russian Air Force with the cutting edge in stealth technology. You are capable of conducting air strikes anywhere in the world with precise and deadly force. {Each night, you may kill target player.}
b) All other characteristics are identical to DEFCON 3.

DEFCON 1

– Maximum readiness – Two weeks or until elimination, repeating.
a) Nuclear launch becomes available to all players deploying missile silos in nuclear launch mode.
b) The game continues as normal in this DEFCON, cycling through the night and day phases, until a win condition has been achieved.
c) All other characteristics are identical to DEFCON 2.

[DEFCON 5 Specific Procedures]

During DEFCON 5, players confirm by choosing whether to declare “Total War” or fight conventionally. If ALL players vote to go to Total War, DEFCON 3 and 2 will be skipped; the game will proceed immediately to DEFCON 1 following DEFCON 4. Otherwise, the stages will progress as normal.

[DEFCON 4 Specific Procedures]

During DEFCON 4, players choose what forms of military they wish to deploy – a missile silo (which grants the ability to nuclear launch during the day) or troops (which grant the player a normal activated or static ability).

Missile silo

An unlimited number of players may choose to deploy a missile silo. Silos operate in one of two modes – nuclear launch mode and anti-ballistic missile mode. Silos are deployed in nuclear launch mode by default. During the night phase, you may change the mode your silo is deployed in by PMing the mod.

Silo options:

Nuclear launch mode:

As the commander of a nuclear facility, you have the red button. One little push and a wave of destruction like no other will be unleashed upon the world. {Once each day, if the game is in DEFCON 1, you may attempt to kill another player by posting the command

Nuke: [PLAYERNAME]

in the thread. It will take 48 real-life hours for a nuke to hit its target. You may cancel nuclear launches by posting

Abort Launch

in the thread up to 24 hours after firing. Nuclear strikes continue regardless of whether the game is in day or night phase or whether the launching player is still alive – note, however, that if the game enters night phase, a launch cannot be recalled as the thread will be locked.}

Anti-Ballistic missile mode:

The ABM missile systems are counter-ICBM rockets designed to shoot down incoming enemy warheads. {The first nuclear launch targeting you each day will fail.}

Death by nuclear strike:

Nuclear missiles are deadly – even if you aren’t killed in the initial blast, a slow death by radiation is sure to follow. If you aren’t tough enough to handle the grueling experience, there is an easier way… {If you are being targeted with a nuclear missile, you may post

I do not wish to die a painful radioactive death

in the thread. This will cause you to commit suicide and leave the game immediately.

***WARNING***: This command is irrevocable and cannot be reversed or prevented by any means, including the battleship, fallout shelter, or abort launch. If you post it, you instantly die.

Troops

If you choose to deploy troops, you must participate in a draft system to determine which forces you are placed in command of. Each troop represents a different ability. Some abilities are activated and can be used only during the night phase; others are static and have a constant effect. Unlike missile silos, which can switch between firing modes, armies take significant time to deploy. Your initial choice is permanent for the entire game.

With the exception of the terrorist’s free choice, only

one

instance of each troop can be drafted. If multiple players desire the same ability, a time-based system will be used to distribute it. The calculations operate as follows:

a) I will attempt to award all players their first choice.
b) If multiple players have selected the same first choice, it will be awarded to whoever sent in the choice first.
c) I will attempt to award all players who did not receive an ability during the first wave their second choice.
d) If multiple players have the same second choice, it will be awarded to whoever sent in the choice first.
e) And so on, until all abilities have been distributed.

Thus, it is

highly

recommended that you send a list of multiple choices ranked by preference in case you do not receive your first choice. If you do not send me a preference by the time DEFCON 3 begins or you only send a single troop choice and you do not win it, a missile silo will automatically be deployed for you.

Troop options:

Fighter:

The fast and lightweight fighter is easily able to penetrate enemy territory, making it the perfect craft for reconnaissance. {Each night, you may target a player. I will reveal to you what deployment that player has made.

Note: Factional abilities are not revealed.

}

Espionage:

Knowing is half the battle, and when a nation needs to know, it relies on its clandestine organizations like the KGB to get the job done. {Each night, you may target a player and choose a faction you are NOT aligned with. I will reveal to you whether that player is aligned with that faction or not.}

Aircraft Carrier:

The monstrous aircraft carrier is capable of parking itself just outside territorial waters, allowing it to shoot down enemy troops or ICBMs before they leave enemy territory and become a threat to the globe. {Each night, you may target a player. All abilities activated by that player that night fail. During the following day, all nuclear launches made by that player fail.}

Battleship:

Mobile, hidden in the wide open sea away from population centers, capable of withstanding even the most directed air strikes, and armed with an array of incredibly powerful weapons, a battleship is one of the safest places on the planet. {Each night, you may target a player. Until the next night phase, the first time that player would be killed (whether by Bomber, nuke, or voted elimination), they survive instead. You cannot target yourself.}

Radar:

The night may be dark, but your radar screen is neon green. And it’s hard to miss stuff flashing in neon green. {Each night, you may target a player. I will reveal to you any players that player targets.

Note: The Stealth Bomber and terrorist attack are factional abilities and cannot be detected.

Covert Ops Team:

In order to carry out a successful nuclear strike, it is crucial to ensure the missile will not be deflected and the enemy left unscathed and free to retaliate. Special infiltration teams are secretly positioned in every enemy nation, read to make sure this happens when the brass gives the word. {Each night, you may target a player. If target player is currently deploying a missile silo, you sabotage it. Until the next night phase, if the missile silo uses either function, the missile will launch but not detonate. For nuclear launch mode, the ICBM will not detonate and the target will not die. For Anti-ballistic missile mode, the missile will launch but will not intercept its target.}

Counterintelligence:

Labeling documents "TOP SECRET" is useless if the enemy can walk right in and grab them off your desk. There are also other things that one might want to keep secret, like photos of ... stuff ... and ... yeah. Consequentially, it is unsurprising that governments have devoted just as many, if not more, resources to counterintelligence than intelligence gathering itself. {Each night, you may target a player, choose an ability that “reveals” a result, and choose a legal result for that ability. If that player is targeted with the chosen ability, it resolves with the result of your choice instead of its normal result.

Example: Player A, Espionage, Yes: Causes Player A to appear to be aligned with the selected faction if targeted with Espionage.

Submarine:

Silent and deadly, a submerged nuclear submarines can survive for months without surfacing and can creep incredibly close to enemy shores without being detected. {You may launch nuclear weapons as though you possessed a missile silo in nuclear launch mode without revealing yourself as the aggressor. When you wish to fire, PM the Mod with the name of your target and two other names. Two randomly generated names will be added to the list. The Submarine will fire its payload, though it will reveal the five names as its target. After 24hours, two incorrect names will be removed randomly.

Eavesdrop:

A crucial part of the Allies’ success during WWII was its ability to crack into German communications. It worked then. Why wouldn’t it work now? {In DEFCON 3 or below, whenever a member of an opposing faction communicates with another member of its faction privately during the night, there is a 15% chance the message will be intercepted and its contents PM’d to you. During the day, this possibility increases to 30%.}

Air Base:

Capable of deploying a wide variety of response aircraft within seconds and fortified to the brink, any infrastructure surrounding the air base becomes incredibly difficult to penetrate. {You are immune to all non-nuclear activated abilities.

Note: This includes the Stealth Bomber and terrorist attack.

Fallout Shelter:

Duck and cover is for novices. {You are immune to nuclear strikes.}

Fail Safe:

Courtesy of Dr Strangelove or: How I learned to Stop Worrying and Love the Bomb. {If a player targets you with a nuclear launch, you automatically launch a nuclear weapon at that player. If you are killed by the Stealth Bomber, you may make a single post in the thread containing only the words

up to 72 hours after your death. Your nukes cannot be recalled or prevented by any means.}

Strategic Missile Defense:

Strategic Missile Defense systems are meant to intercept long-range ICBMs before they reach their target. {Once each day, if the game is in DEFCON 1, you may shoot down another player's nuke by posting the command

The following are inquiries and their answers from previous DEFCON games. If you have a question, please check here first. Any questions asked in the thread will be added to this FAQ (in addition to being answered at their locations in the thread).

Q:

At DEFCON 4, when we choose what to deploy, will that be our only chance to deploy something during the game?

A:

Yes.

Q:

Can I have a missile silo and an active or passive ability?

A:

No, you can only have one. If you receive an active or passive ability, you don’t get a silo and cannot launch nuclear weapons.

Q:

How many times can I use my activated ability?

A:

Activated abilities are just like standard roles from normal mafia – you use them during the night phase and they have an unlimited number of shots (unless otherwise specified).

Q:

Why is encryption banned when it was permitted in DEFCON Mafia 1.0?

A:

While encryption can be fun, it is also very annoying to have to continually cipher/decipher messages. There are also a whole host of technical problems associated with cryptology, such as player using it to establish early, confirmable claims (see MD thread here and the fact that some players may possess special technical abilities that can be used to encode/decode messages while others may not. Under the new rules, you can still obfuscate the intent of your messages, you just can’t use advanced cryptology that requires external aids to do it.

Q:

If communications are intercepted, is the author of the communication also revealed?

A:

No, only the text of the message is dropped. The author’s name will never be revealed.

Q:

Does Battleship save you from a voted elimination??

A:

Battleship protects its target from its first potential death. The save can come in any form, including eliminations, Stealth Bomber strikes, and nuclear launches.

Q:

Does the Stealth Bomber qualify as a non-nuclear strike?

A:

Yes, the Stealth Bomber uses conventional weapons and is non-nuclear.

Q:

Does anything “reset” the DEFCON counts backwards?

A:

No, the DEFCON level continually decreases until it hits DEFCON 1, where it will remain until the game has completed.

Q:

If the town gets an elimination off before DEFCON 2, will the Russians have access to the Stealth Bomber?

A:

The DEFCON level decreases at the beginning of each day phase, so there should effectively be two eliminations before the Stealth Bomber becomes active.

Q:

If Town is eliminated at 3p and their are nukes in the air, do the scum win automatically or do the nukes land post-elimination and then win conditions are resolved?

A:

At least one member of a factions must survive for at least 48 hours after all enemy nations have been eliminated in order for that faction to win, which leaves ample time for any stray nukes in the air to land (even if their launchers are dead).

Q:

What if, because of fail safe or other retaliatory nuclear launches, everyone dies??

A:

The terrorist wins.

Q:

Will the fail safe activate on the submarine?

A:

Yes.

Q:

Does the radar track kills?

A:

No.

Q:

Can Strategic Missile Defense self-target?

A:

SMDefense doesn't target the victim, it targets the aggressor. So if SpyreX nuked me, you would Intercept SpyreX rather than Andrius, as SpyreX was the launcher and its his nuke you're shooting down. Its basically STA Mode.

Rules

1. All sitewide rules apply. Do not break them.
2. Do not quote any PMs received from the moderator in thread and any Private Topics unless explicitly allowed by me. You may paraphrase.
3. Do not contact other players about the game outside the game thread. This includes PMs and off-site communications.
4. Play to your win condition.
5. Do not use tiny text, cryptography or anything along those lines. EXCEPTION: Due to the Eavesdropper role, cryptography is allowed within the Russian PT.
6. Do not bring provable randomness into the game. This includes dice tags.
7. Keep it civil. Do not flame or personally attack other players. Attack the play, not the player.
8. Do not impersonate the moderator.

8. One bah post is allowed. The post may not contain anything considered game content.
9. Each day phase will last 14 days and each night phase will last 2 days.
10. Players who have not posted content for 48 hours will receive a prod. I will not accept prod dodges. After receiving a prod, a player has 24 hours to post before I will begin seeking a replacement. If a player receives three prods they will be replaced. I define content as something relevant to the game that engages with it or any player. It can be one sentence as long as it's relevant and engaged.
11. Players on V/LA will be exempt from the prod rules above.
12. Use vote tags or bold tags to place votes. As long as it can be reasonably interpeted as a vote I will accept it. Do not attempt to use this rule to engage in vote trickery. Examples of acceptable votes:

Several hours later, in the deep of night. A broadcast comes through on the cameras, shaking Lambdadelta out of her slumber.

Commanders Skitter and Something_Smart watched over the bridge of their Aircraft Carrier. All was well. Two of the top ranked Russians had already been slain. The Second American Revolution was well underway.

"Hey Skitter, what's that thing in the water? Heading right at us?"
"my god Something_Smart! That's a TORPEDO! Put everyone on alert! Activate evasive maneuvers!"

With a great heave of the ship's rudder, the Carrier turns away from the torpedo. Alarms blare everywhere! People run around screaming!

With the barest scraping of the side, the torpedo misses! Something_Smart and skitter watch as the torpedo slides off into the deep ocean.

"God that was close! They are really trying to kill us now!"
"Wait...what's that coming back at us? What's that broadcast?"

In the distance...

"NO GET THOSE LIGHTS OFF! OFF! Chant with me - TURN OFF THE LIGHTS! TURN OFF THE LIGHTS!"

KABOOM! The torpedo makes a u-turn and obliterates the ship!

Et Al, American (Aircraft Carrier), had their LIGHTS TURNED OFF N2!

It is now DEFCON 1.

NUKES ARE NOW ENABLED.
NUCLEAR LAUNCHES AND DEATHS DO NOT RESET THE VOTECOUNT.

Nukes will not stop for Night Phases. Nukes will not stop when we sleep. Nukes will not stop if their launcher dies. Nukes will not stop if someone is eliminated. The nuke countdown starts from when the nuke is posted, not from when I post the nuke launch.

Day 3 will last until 5/28/2021 at 2:10 PM EST.

samantha97 works on her computer in a shelter somewhere. Furiously typing away at some command. With a dramatic click, she sends the message. Another job done.

The message blares from her computer speakers. Samantha smirked. Nuclear impact? She had nothing to worry about. This shelter was fortified to the brim. Surrounded in concrete, then steel, then titanium, then depleted uranium, then rare metals from the crust of Mars. Nothing was getting through.

Samantha burps. Scratches her stomach. Heads over to her fridge and gets out something to drink. Goes to the cabinet. Gets out some snacks.

samantha97 stops smiling. Finishes eating her snacks and drinks.

BOOM! Another bomb mailed off. She had already made the dreaded Magical Bear and another pesky American pay the price. But to her, it didn't matter. Americans. Russians. Herself! They could all die for what she cared. No one deserved life on this filthy planet.

As samantha furiously types out her manifesto, she fails to notice banging noises coming from upstairs. Too consumed by her work. More important that anything else.

BANG BANG BANG!

Down the stairs come a full team of American revolutionaries, fully armored and ready to fight. samantha, being a computer nerd, surrenders immediately.

The leader grabs samantha and throws her to the ground. Smirks.

"You thought we wouldn't notice your little shelter? Pathetic. Get this trash out of here, boys."

The others grabs samantha and drag her out. The leader takes a drag on a cigarette. Pulls out a flask and dumps some rare whiskey on the ground.
Drops the cigarette to the whiskey. A fire ignites!

As the leader exits the burning shelter, they comment:

"An American end for an American traitor. You're next, Russkie scum!"

samantha97, Terrorist (Air Base), was Eliminated Day 3.

It is now Night Three. Night Three will last for 48 hours, during which all players with a Night Action may take action.
Night Three will end at 2:30 PM EST on 05/23/2021.

"Chairman. Our operations are progressing with...difficulties. We have eliminated many of the Americans and that pesky psychopath with the nuke codes. But we have also lost many of our own operatives."

The Chairman swivels around in his chair. Round and round.

"This is acceptable. These lossess...meaningless. Pathetic American revolution must be ended."
"Yes Chairman. We have another trick up our sleeve. They won't see it coming."

Bell flies through the skies. On surveillance duties. He had already caught one of the Russians in a hidden shelter. He is on the hunt for another.

He sees something suspicious. Deep in the traitor state...ALABAMA!

A truly cursed area. Full of filthy Russian traitors.

He dives in for a closer look at this suspicious town. Lands. No signs of life. Very suspicious indeed.

"Hey anyone out there? What's going on here?"

Suddenly, a present drops right in front of Bell. Seemingly right out of the sky.

Bell studies the present. Thinks about it. Fuck it. He loves presents.

Unwraps the gift. Pulls the lid off.

KABOOM!

Bell, American (Fighter), was RANG N3!

It is now Day 4.

Day 4 will last until 6/6/2021 at 2:50 PM EST.

The Assistant ruffles through their notes.

"Bingle."

The Chairman blanches.

"BINGLE? WHAT ARE YOU DOING? INCOMPETENT FUCK! HE IS OUR TOP MAN!"

The Chairman flips on a nearby TV.

"Reports are saying the building was totally destroyed. No survivors."

The Chairman wheels around.

"WE'VE LOST ANOTHER ONE! I'M THE ONLY RUSSIAN LEADER LEFT! WHAT CAN WE DO?"

In a quavering voice, the Assistant says
"Umm sir. Another nuclear missile has been detected. Heading straight at the white house. They have breached our defenses."
"WHAT DID YOU SAY?"
"Impact in about...10 seconds."

The Chairman turns to his portrait of Untrod Tripod.

"I AM SORRY LEADER TRIPOD. WE HAVE FAILED YOU."

The Chairman pulls out a gun. Shoot the Assistant dead. Turns it on himself.

"For Mother--"

KABOOM! The nuke incinerates everything!

The Church of Skitter, Russian (Missile Silo), was DECONSECRATED D4!

Bingle, Russian (Radar), was TURNED BACK INTO JINGLE D4!

Teams of Americans search through the rubble of the White House. Little retrievable intelligence, but certain nuke-proof safes and devices are taken.

Atop the rubble, revolutionaries Cephrir, innocentvillager, gorilla, Save The Dragons, JohnnyFarrar, Vaxkiller, Toogeloo, DeasVail, Titus and joqiza survey the wreckage.

Gorilla: "This destruction is vast. But with the Russians gone, we can rebuild our country."

Toogeloo nods in agreement. Save The Dragons wears an expression of fear and sadness.

Save The Dragons: "There is so much to do. So many dead."
DeasVail: "These are new times. We have everything going for us. Let's get going."
Vaxkiller: "Let's get it done!"

The revolutionaries descend from the rubble. Ready to begin their work.

DEFCON is a really fun setup and I was excited to run this. Unfortunately, this game didn't go as well as I hoped. The toxicity and replacements were really frustrating and sad to see, because this is usually a pretty silly and fun game. I also was pretty disappointed in many elements of the scum team's play - several players flaked and I think scum's play on day 4 was extremely questionable in several regards. Town played pretty well overall and deserved the win here. Such is life as a Mafia mod - games just go like this sometimes. I hope future iterations do not get as heated, disrespectful and rude as this one did.

Speaking of, I also hope to run this setup more in the future! It's fun to run and watch and I think players enjoy the power that comes with the setup.

Special shoutout to marry if they return. You were new to MS upon joining this game I believe and you were an extremely pleasant player. I hope to see you around in more games ^.^

In response to Prism:

I am happy to hold a discussion of my moderation choices in this game and going forwards.

I was put in an extremely difficult place with what to do with several players in this game, obviously including Reck and Koto who have both been banned now, but also other players who were not respectful.
I do not like to force-replace players if at all possible because it compromises game integrity and opens up a can of worms that spirals very quickly.
My route of moderation has always been public warning -> private warning -> force replacement. This system has always worked for me in the past and I've avoided ever needing to force replace someone myself while still keeping players generally happy.
I followed that here with the warnings I issued. In all cases, players toned down their problem behaviors and/or later apologized following the warnings. Had Reck or Koto or anyone else resumed the behavior, I would have progressed following that line.
I consulted two other mods in the case of Reck and both advised me to issue a warning instead of a force-replacement. With Koto I did the same. Personally, I felt the comments of both were completely unacceptable (particularly Koto's comments regarding disabled people), but I also feel that certain leeway has to be given while playing mafia in order to avoid situations where players feel they are being treated unfairly. I also like to believe that people can improve; that if they are told what they are doing is wrong, that they will cut the behavior out. I will use the recent example of where I was berated by Menalque in Deja Vu Mafia; he later apologized to me in postgame and we are now back on good terms. I have said things I later regretted like all people have.

Obviously what I did here were not the right choices as they both later ended up being banned but at the time I had to make a judgement call with the information I had on hand

Would I do the same in hindsight? Obviously not. But at the time, I did what I felt was the best way to address the behavior without ruining game integrity.
In the future, I'd probably just go straight to the listmods and consult them.

I am totally open to others' thoguhts about what I can do to improve in the future.
Prism - I'm deeply sorry that you were hurt by the actions of players in this game and by my decision to not force-replace some people. I hope we will still be on good terms around site but I accept your thoughts and decision on this matter.

I think some sort of standardized guides from the Listmods on when to force-replace, when to warn, and when to go to the listmods would be extremely helpful. I was totally on my own here, and was relying on others to help me with these decisions.

Frankly I don't think there is a "best" solution. In an ideal world, I could just force-replace anyone who is toxic and be done with it. But that's not how it works because I'd have force-replaced half of the players in this game.
