My personal guess is that TC needed to get on the raid and claimed a doc as well in order to get there since Cakez was going to get eliminated and scum didn't want a strong cop and strong doc to get through.

I don't feel like the events that transpired entirely line up with that idea. It felt like the existing raid comp was the status quo scum wanted to maintain. TC can be scum within that concept but I think scum likely are in the earlier names on it as well.
