My hero solve as of this very second is Elsa, Wheme, Mystic Bears, and Mandelbrot (my deep wolf pick).

I think Mystic Bears needs to exit the raid and Qrow and Raven needs to be on it.

It is’t really complicated. He half assed the push. Either because he didn’t want it to go through, didn’t want to lead a miselim, or was going for two layers hoping we would notice his heart wasn’t in it so that we’d miselim them later.
