Yes, the biggest barrier right now is that we do not know when it has to be used.

The fact that the game started with the event voting
immediately after confirmation phase, which scum cannot be expected to make a decision in the middle of
, suggests to me that scum does not have to decide prior to the voting but sometime either during voting or after selection.
It would seem silly for them not to be able to use it at-will, when we're nightless. I guess the thing is they'd have to use it without making it seem like they are. But it may or may not be announced. Also I don't see anything that says it can't be retroactive.
