Yup, I screwed up. My apologies, everyone!
On the previous round, Charles purchased C-28, spending 1 Sapphire 1 Emerald 1 Ruby. I gave Charles the card, but did not deduct the gems he spent from his total. I did put the gems in the market, so there were extra gem copies floating around in Charles's inventory.
This is what Charles's tokens should have looked like prior to purchasing C-29 this round:
