I guess it is plausible though baffling. I know I wasn't entirely sure beforehand if the character picks were for yourself or just a role to potentially go into the game, even the uPick wiki didn't specifically state that.
But seriously man, it's been mentioned several times that scum team isn't Borg and if you paid attention to that or the basics of setup you should know that already. It's a uPick, people get a character they picked. It'd be crazy unlikely for just exactly the people who picked Borg characters to roll scum.

my ability last night that was blocked and refunded was called a Pacifist Councelor. I target someone and if they have access to a "non-factional kill" I prevent them from using it for the rest of the game.
So, essentially, here's what I think is going on.

So I'm thinking that we have ONE scumteam, and that scumteam has ONE player who can feasably make kills, making it a NON FACTIONAL kill that passes down to other players upon their death so that the scumteam is never without a killing power.
We're not in multiball, probably, it's just a weird scum mechanic thing.

mechanically, it seems like this setup has a substantial amount of ways that kills can be prevented — if both you and GreyICE are town
and
this isn't multiball, that would require a pretty substantial power boost to scum, which isn't really reflected in Hebichan's role.
