I can think of a few situations where giving a Normal Invention wouldn't work... situations where scum have an ability to change how many people get into the Nightmare, how many are required for a power, or the ability to outright deny a certain power from being picked. However all of those would preclude other Normal Inventions from being given as well.

We might have already seen the first in a way though, given that we've seen Doctor Drew get forcibly put into the nightmare. So not sure scum would have another ability of that sort. But still, I've discussed options I think would work best in that situation. (Inquiry to confirm someone's role or Vigilante as another consensus kill.)

It has been in the past for StD specifically. That's the nervousness I'm expressing here, along with concern that I don't want to put him in a box and prevent him from ever putting in effort as Town, which is one of the issues I have with meta tells like that.
