Every cell has 3 members... this is public information anyway. It would be sort of impossible for each cell to have an MI5 agent, because that would mean 5 scum in a 15p game. That would be ridiculous.

Well, some cells certainly have to have scum in them... if only townies were given quick-topics, then this setup would be quite broken.

My cell has 3 members, and the public role PM says 3 too, so it's process of deduction. And, given that there are 15 people in total, unless someone or other is not in a cell (not likely), or a cell consists of 2 people only (again, not likely) it has to be 3 per cell. There's not much you can do with 15.
