Good good, mining systems confirmed. You can interact freely with all other nations. You have telephones, etc., so anything else would be pointless. However, if you are sending anything physical to another nation (eg. resources) it will take ime to get there, longer to get to another region.

£3B on development of better aircraft, mostly for commercial purposes
£1B on general upkeep of and improvements to the nation

Yes, it does. It make your nation a bit better in general, so stuff you do is more likely to work, and bad stuff is slightly less likely to happen.

Here's what will happen:

First, note that mallow and jdga's countries are cut off land-wise, my country has all the continent's landmass borders. Second:

Spend 0.5 billion£ in upkeep and infrastructure, nothing in improvement. Would the country ever fall below it's current state, assign money immediately.
