As for the whole deal:

If a Stranger claims AND is unrecrutable I believe that part of it. However, that guarantees scum/cult Embodiment fakeclaims.

If there is no Stranger one of the two is a fakeclaim (Emp way more likely). Making 5 town PR's which makes sense I think. 6 doesn't have the right fluidity.

If there is a Stranger AND he's not unrecruitable it depends on Emp. I want Emp to claim his BEFORE that happens.

Personal bet: One of Esp/Emp is scum and the Stranger is the cult given one. This is more because Esp/Emp if cult are CR versus a much more spread on scum.
