Perhaps a more important question is this; are the Draconians issuing a presumption of guilt? (ie guilty until proven innocent, rather that the more contemporary practice of innocent until proven guilty.) Also, are we solely trying Kiwieagle II, or are we trying his generals, officers, parliament etc.?

We're trying them all, and it's innocent until proven guilty. Not that proving them guilty should be all that difficult...

btw, izak, the map in the OP is outdated.

I'd say the one that made the virus is not in Korikai or Deimoska, the spread there is expected so they'd be almost guaranteed to hit themselves. The other spread is probably random.
